Chun Yook-teen and others, the Government Salt Mono-polists of Pang-shing-fow, a station in the Sunon district, make the following declaration:
We were duly licensed by the Salt Commissioners of the Two Kwang to have three Fai-hi boats for the use of Pang-shing-fow, the salt station, to prevent salt smuggling. In the first part of the 3d moon as the boats were at a place called Falin sha, they observed a boat with a heavy cargo. When they came to examine the boat's cargo, it turned out to be salt. The boat had no license to carry salt, and it was evidently a smuggler, so our boats took the smuggler to the station The captain of the smuggler was willing to pay a just fine, and begged us to release the boat As it was first offence we were willing to release the boat with her cargo, after the captain had signed a promise not to smuggle again. We never expected that these smugglers would return evil for good; but on the 15th day of the 2d moon they petitioned Mr Caldwell, who took three steamers with him to Namtow and anchored in front of Oong-oak village. On the 16th day about 9 o'clock A. M. shot were fired into the village, and destroyed four houses; men, women, and children were seen flying in every direction. After that, Mr Caldwell with some men came on shore and demanded $4000. The elders of the village, had only two ways to choose; they had either to pay the money or to have their village destroyed. In order to save their village they agreed to pay the sum demanded-$1,000 immediately, and the $3,000 to be paid in a week. At 12 o'clock that day the steamers disappeared. The $3,000 was paid to Mr Caldwell on the 26th day of the 2d moon.
We think your Honorable Nation must have laws as well as ours If our boats took a smuggler and discharging her should suffer such calamity, smugglers will become more and more formidable, and consequently national interests will be injured,
Let this affair from beginning to end be known to all,
